Simon Morioka

Co-Founder and Managing Partner

Simon Morioka is co-founder and Joint Managing Partner of PPL, with over 20 years of experience helping organisations to design and implement major changes to the way they work.

Simon began his career at global management consultancy Accenture, where he worked as a senior manager on projects and programmes with clients based in Europe, Asia and the US. In 2004, Simon joined the London Borough of Lambeth, initially on secondment, to help develop a £30 million service transformation programme; subsequently staying on for 3 years as the council’s Director for Strategy, Transformation & Technology.

During this period, Lambeth rose to national prominence for its achievements in project and programme delivery, finalists in both the Guardian Public Service Transformation Awards and IT Department of the Year. The council completed its journey from being rated “Poor” at the start of 2004, to achieving a Three Star “Good” CPA rating in 2008, underpinned by successful investment in better processes, systems and infrastructure. As part of the dissemination of the work, Simon chaired both the Office of the Deputy Prime Minister’s National eCapacity Building Programme, and the South-East London partnership of London Connects.

Simon has subsequently worked at board level as CIO of a major global educational charity; as a Local Improvement Advisor for the Department for Communities & Local Government; and as an NHS Programme Director on multi-million pound change programmes in both community and acute settings, focussing on pathway re-design, service and cost improvement, and achieving better health outcomes.

Since co-founding PPL in 2007, Simon has led the organisation’s work on a number of public sector programmes, including the “People Powered Health Programme” with NESTA and the Innovation Unit, implementing co-production in the area of long-term conditions management; with individual sites to establish person-centred, co-ordinated care across their local populations; and with the LGA, NHS England, ADASS and Public Health England as part of the National Collaborative developing “whole-system” integrated care across England.

Building on significant experience in local government, the NHS, and around strategic delivery, Simon has presented extensively on health and social care reform. Publications include with Professor Paul Corrigan on learning from the experience of previous attempts to reconfigure hospital services and with Claire Kennedy in the Journal of Integrated Care on whole-system integrated care in England. His current role includes providing strategic advice to chief executives, chief officers and CCG chairs; facilitating dialogue between commissioners and providers across primary, community, acute and social services and working with a number of STP executive teams across England.

Simon holds an MA from the University of Cambridge, is a Life Fellow of the RSA, and recipient of the Chartered Management Consultant (ChMC) Award from the Chartered Management Institute.
