Toby is an experienced Manager with a decade of experience in applying technical, analytical and core consulting skills to solve complex problems and deliver change.
At PPL, Toby leads the Evidence Based Change team and has led on a range of projects using analytics and evidence-based change to support the development of health and social care organisations.
This includes extensive work on health and population modelling, including health economics, financial / activity modelling, capacity and demand management. For example as part of the Isle of Man Government Review of the Health and Care System led by Sir Jonathan Michael, which aims to determine change options to provide a modern, fit for purpose health and social care system for the island, Toby is currently leading the demand, capacity, workforce and cost work which is assessing future need and expenditure on health and care services on the Island. As part of the Realising the Value team, working with Nesta, the Health Foundation and NHS England’s Finance team, Toby led the design and development of the economic toolkit for commissioners to model impact of new models of care. Toby has also led the analytics work behind the ‘Total Transformation of care and support, creating the five year forward view for social care’ paper published by the Social Care Institute for Excellence (SCIE) in March 2017. Toby also managed the development of activity and spend baselines to support Adult Social Care transformation for Greater Manchester.
Prior to joining PPL, Toby spent five years at FTI Consulting’s Economic and Financial Consulting practice, where he developed rigorous analytical skills, and project management skills, including in healthcare and technology sectors; and started his career as an Economic Consultant with Oxford Economics.
Toby holds a BSc (Hons) in Geography and Economics from the London School of Economics and has passed all three levels of the CFA programme. He is also a PRINCE2 Project Management Certified Practitioner
