Toby is an experienced leader and manager with 15 years of consultancy experience in applying technical, analytical and core consulting skills to solve complex problems and deliver transformational change.
At PPL, Toby is the Evidence Based Change lead and has led on a range of programmes using analytics, evaluation, change management and stakeholder management skills to support the development of health and social care organisations and deliver better outcomes for the populations they serve. Toby also leads on strategic Business Development, managing PPL’s pipeline of new opportunities and leading on bid submissions.
Toby’s core areas of expertise include evaluation, health economics, financial and activity modelling, capacity and demand management. Recent projects include leading on two of the largest evaluations of Virtual Wards in the UK, an analysis of the financial cost of inequalities for over 2 million people, a review of the Isle of Man’s health and care system, and an evaluation of the local health and care approaches for the Greater Manchester Health and Social Care Partnership. He is a PRINCE2 Practitioner, and a Chartered Management Consultant.
Prior to this Toby spent five years at FTI Consulting’s Economic and Financial Consulting practice, where he developed rigorous analytical skills, and project management skills, across a variety of sectors including healthcare and financial services. He managed teams to help solve complicated problems, and communicate solutions in a simple, effective way to a variety of clients in billion-dollar legal disputes. Prior to which he was an economic consultant at Oxford Economics.
Toby holds a BSc (Hons) in Geography & Economics from the London School of Economics and has passed all three levels of the CFA programme. He is a PRINCE2 Project Management Certified Practitioner, and a recipient of the Chartered Management Consultant (ChMC) Award from the Chartered Management Institute.
