Our team

Claire Kennedy is Joint Chief Executive of PPL.  She has been working at the heart of public sector improvement since 2002.

A previous Vice President of the UK Management Consultancies Association (MCA) and current Vice Chair of New Local, Claire co-founded PPL in 2007, bringing extensive experience of managing complex change projects across multiple service areas, and of delivering benefits for service users and staff.

As a Head of Strategic Transformation, Claire designed and implemented change programmes at team, organisational, system and national level, including as part of the National eCapacity Building Programme for the then Office of the Deputy Prime Minister (ODPM).  Prior to joining the public sector, Claire was a political consultant and communications expert, co-authoring reports with think tanks such as SustainAbility on emerging global trends; and advising clients including Amnesty International on national-level policy development.

An expert in managing and developing people, Claire is particularly skilled in bringing teams together to deliver a shared vision for the future, engaging at all levels from boardroom to frontline, and in complex, networked structures.

At PPL, Claire’s role involves providing strategic development and insight into the implementation of complex policy initiatives across the public sector, including the NHS, Local and Central Government.  Her particular focus is on linking strategic objectives and outcomes to everyday delivery, and the management techniques required to develop effective teams, and to enable them to maximise their performance.

Claire holds Masters Degrees from the University of Oxford and King’s College London, together with a Postgraduate Diploma in Local Government Management from the University of Warwick.  In addition to her academic background in organisational change, Claire is a trained coach, is a recipient of the Chartered Management Consultant (ChMC) Award from the Chartered Management Institute, and is a Fellow of the RSA (FRSA).

Simon Morioka is Joint Chief Executive at PPL, with over twenty-five years of experience in helping organisations to design and implement major changes to the way in which they work.

Simon began his career at global management consultancy Accenture, working up to become a senior manager on projects and programmes with clients based in Europe, Asia and the US. In 2004, Simon joined the London Borough of Lambeth, initially on secondment, to help develop a £30 million service transformation programme; staying on for three years as the council’s Director for Strategy, Transformation & Technology across Adults & Children’s, Housing, Environmental and Corporate Services.

Simon subsequently worked at board level as CIO of a major global educational charity; as a Local Improvement Advisor for the Department for Communities & Local Government; and as an NHS Programme Director on multi-million pound change programmes in primary, community and acute services, focussing on achieving better health outcomes through re-designing the way in which care is delivered.

Since co-founding PPL in 2007, Simon has led the organisation’s work on major public sector programmes including the “People Powered Health Programme” with NESTA and the Innovation Unit, implementing co-production in the area of long-term conditions management and with the LGA, NHS England, ADASS and Public Health England developing the first “whole-system” approach to integrated care across England.

His current roles include providing strategic advice to chief executives in the public and voluntary & community sector; and facilitating dialogue with system partners and communities to better integrate local care.  Simon is lead sponsor for our volunteering programme and in his spare time  volunteers with St John Ambulance and the Metropolitan Police.

Simon holds a Masters degree from the University of Cambridge, is a Life Fellow of the RSA, a recipient of the Chartered Management Consultant (ChMC) Award from the Chartered Management Institute, is a Harvard Business School trained negotiator, and holds a Level 3 Award in Education and Training.

James joined the PPL Board as a non-executive director in March 2008.

James is a barrister with a broad commercial practice encompassing all areas of commercial litigation, including conflicts of laws, energy and natural resources, product liability, banking and finance, international trade, and confidentiality and privilege. He has considerable experience of large-scale litigation, both in court proceedings and in arbitration.

Through James’ extensive involvement in acting for both multinational blue-chip companies and smaller-scale private entities he has developed a detailed knowledge of a variety of business sectors, ranging from financial services to international commerce. His contribution to the PPL board has been invaluable, in terms of both helping to steer the development of the organisation as a whole, and bringing a particular commitment to fostering partnerships in areas such as sustainability and development, including our work with environmental charities.

James holds an MA in History from the University of Cambridge, was a Thornton and Foundation Scholar, Queen Mother Scholar, Astbury Scholar (Middle Temple), Senior Scarman Scholar as well as also holding a Bar Council Certificate of Honour. He was called to the Bar in 1999 and appointed as Queen’s Counsel in 2018.

Katie is a senior, experienced consultant and director specialising in public sector transformation who has worked for clients across central local government, health and the private sector, including as a manager senior manager at Deloitte, PwC and EY.

Much of Katie’s work over the last two decades has focused on social care and health, especially the integration of the two.  Her broad skills base is centred on a combination of strong people and analytical skills: including stakeholder management, co-design, programme and project management and the use of digital technologies to enhance the quality and outcomes of care.

Katie has led major projects including the development of Integrated Care Systems, Place Based Partnerships, and work with primary, community, acute, mental health and Adults’ and Children’s Services.  This has included business case development for multi-million pound investment cases, re-designing operating models to respond to changing population needs and fiscal environments, and managing the process of change including programme and project management, communications and engagement, and post-implementation review.

Katie brings extensive experience of working with a wide range of clinical and professional stakeholders, from board level to frontline staff, patients and service users. She has designed and delivered whole-system engagement programmes including with commissioners, providers, community and voluntary sector organisations and the public.  This has included leading our work with Greater Manchester Health & Social Care Partnership and within Surrey Heartlands, as well as with leading acute Trusts.

Katie holds a PhD in Biochemical Engineering from UCL, an MRes in Bioprocessing from UCL and a BSc (Hons) in Biology from The University of Exeter, and is a recipient of the Chartered Management Consultant (ChMC) Award from the Chartered Management Institute.

David is an expert in system change and integration, specifically in the use of co-production to improve health and care outcomes.

David joined PPL from Accenture’s Health and Public Sector Group, where he specialised in the delivery of large-scale transformation projects. He brings a passionate belief in improving lives by supporting the public and voluntary and community sector to transform the way they work.

David has supported all stages of major organisational and system change: from helping people to think differently when developing strategies to managing delivery on the ground, produced with and owned by staff and the people they support. As an experienced consulting manager and programme director, his core skills include strategic planning, programme management, change management and service re-design.

Since joining PPL David has led the award-winning hospital discharge and intermediate care project in West London, and the development of the innovative integrated care partnerships working with Surrey Heartlands ICS.  He currently leads PPL’s Integration, Partnerships and Primary Care practice, whose recent work includes supporting development of Integrated Neighbourhood Teams in Kent, Surrey and London.

David holds a BA(Hons) in History and MA in International Security from the University of Warwick, is a certified MSP Practitioner and a recipient of the Chartered Management Consultant (ChMC) Award from the Chartered Management Institute.

Kate Simpson is an experienced director, with a background in social innovation and people powered change. Over the past decade, Kate has delivered innovation programmes with partners in local government, health and social care, the third sector and communities.  

Kate joined PPL from Nesta, the UK’s innovation agency for social good, where she was one of the directors of the People Powered Results team, which pioneered new approaches to achieving change and innovation in systems. The team worked with over 500 local and national organisations to create the conditions and cultures required to rapidly adopt new innovations and scale what works. 

Kate has led national transformation programmes, such as the Elective Care transformation programme in partnership with NHS E, and place-based transformation and innovation work in places across the UK. Her expertise includes relationship management, facilitation, coaching, coproduction and codesign, strategy development and programme management.  

Prior to her role at Nesta, Kate held a series of leadership roles within the third sector, including managing housing related support services and leading a randomised control trial looking at the link between health and housing. She holds a post graduate diploma in Mental Health Practice, which involved a year of frontline practice within acute and community mental health services.  

Natasha is Head of Organisational Development at PPL and leads PPL Catalyst, our approach to delivering sustainable organisational and system change.

Natasha brings two decades of experience across the public, private and charity sectors, including previous roles at Mind, The Management Centre, and John Lewis & Partners, working with stakeholders at all levels, residents and patients, frontline professionals, Chief Executives, Chairs and Boards.

Natasha joined PPL in 2016, and since then she has worked on a range of projects with a focus on supporting transformational change through people and culture. Her skills and passion lie in bringing together broad and diverse perspectives; creating brave spaces where people can bring both challenge and collaboration to solving organisational and system challenges.

Through her extensive experience of supporting integration and Place-Based partnerships, including in Surrey Downs, East Surrey and London’s Bi-Borough, Natasha has developed approaches that tap into people’s intrinsic motivations and allow them to engage in Organisational Development without losing sight of the ‘real work’ of solving operational challenges on the ground.

She also has significant experience of delivering more targeted interventions for a broad range of teams and organisations, including Harrow’s Discharge Teams, Central London Borough Team, Surrey County Council, and the Health Foundation. This work has included management and leadership development programmes, skills development and training, and team development sessions.

Natasha is responsible for developing the skills of the PPL team. She leads on the internal learning programme ‘How We Learn’, a multi-year programme for all consultants joining the organisation. She is also responsible for one-to-one support and coaching.

Natasha holds a BSc (Hons) in Psychology and is a Chartered Member of the CIPD (MCIPD).

Joe leads our South West office with considerable experience of managing change in complex public sector environments.

He started his career at PwC’s consulting practice where he became a Manager within the Local Public Services and Place-Based Transformation team; leading joint PwC and client teams across private, public and not-for-profit sectors.

Joe has a strong passion for social justice and has worked in a range of Voluntary & Community Sector roles, including developing Crisis’s own consultancy service.  His has striven in all of his project and client work to demonstrate that homelessness can be ended, and developed a range of practical tools and resources to support local authority homelessness services.

Joe has also provided research, policy and subject matter expertise to The Royal Foundation of The Duke and Duchess of Cambridge, helping them understand the unique role the Foundation can play in ending homelessness.

From 2018 to 2022, Joe was Trustee & Chair of CHAS Bristol; a small inner-city charity helping people stay in their homes through housing advice, advocacy and hands-on support.

Joe holds a BA in Business Economics from the University of Exeter and an MSc in Public Policy from the University of Bristol. He is certified in PRINCE2, APMG Agile Project Management and User-Centric Service Design and Transformation.

Victoria is an Associate Director with extensive experience working at a local, system, regional and national level to deliver complex improvement and transformation programmes, including within mental health, in support of cardiovascular and respiratory conditions, as part of the COVID-19 pandemic response, and in furthering better integrated, person and community-centred care.

At PPL Victoria has worked with NHS England, NHS Trusts, Social Services, Primary Care Networks and Voluntary & Community Sector partners, including on implementing the “Fuller Stocktake” vision of Integrated Neighbourhood Teams.  She projected managed our work with the London Health & Care Partnership to create the “5Ps” Framework to guide future integration in London, has supported the London Estates Delivery Unit developing regional approaches to primary care estates strategy, and during the pandemic was seconded to establish and lead the PMO for the London Covid Vaccination Programme, responsible for the delivery of more than three million vaccinations.  Working closely with Treasury as part of the Isle of Man’s Health and Care Transformation Programme, Victoria led on the development of a future funding model for the island’s Department of Health and Social Care to produce an eight-year efficiency profile and a range of alternative funding mechanisms to close the Island’s future funding gap.

Victoria leads PPL’s Organisational Development Community of Practice, is a skilled trainer working as part of PPL’s Chartered Management Consultant (ChMC) development programme, and a champion for systematic and robust research and analysis.   Victoria’s background is in commercial and academic healthcare research, working with data and multidisciplinary professionals across community, primary and acute care to identify opportunities for improvement and model the impact of interventions. She has twice co-authored poster presentations at the European conference for the Professional Society for Health Economics and Outcomes Research (ISPOR) and is a recipient of the Best New Investigator Research Poster Award.

Victoria holds an MSc in Medicine, Science and Society from King’s College London and a BSc (Hons) in Biochemistry and Molecular Cell Biology from the University of Sheffield.

Vish is a highly experienced associate director with a strong analytical background and a structured approach to project management.

Since joining PPL in 2014, he has worked with numerous system leaders to provide improved care for local populations, including on high-profile and complex system initiatives which bring together a wide range of stakeholders, best practice and innovation.  His work on adapting international system integrator models as part of the NHS New Models of Care programme was recognised with an HSJ Award for System Leadership, and Vish has also been involved in supporting all five London Integrated Care Systems take forward their innovation and transformation priorities as part of our work with the London ICS Network.

Vish is PPL’s lead for Social Entrepreneurship, harnessing his IDEO certification in Strategic Innovation to help system leaders think differently and support VCSE partners to maximise their impact across the health and care system. He is an MSP Certified Programme Manager and has been a business mentor for X-Forces Enterprise, a charity that provides support to ex-service members and their families to help start and grow their own businesses.

Vish holds a B.Eng. (Hons) degree in Medical Engineering from Columbia University / University of Bradford and an MSc. Management (Merit) from Imperial College Business School, where he specialised in operational science and focused his thesis on improving healthcare systems through management science and decision-making.

Nigel Edwards was Chief Executive of the Nuffield Trust from 2014 to 2023, when he joined PPL as a senior advisor. ​

Nigel’s career has been spent in health service management and health policy, focusing particularly on innovation and change in the delivery of health services in the UK and internationally.  After graduating in PPE from Oxford University, Nigel entered NHS management as a graduate trainee, and went on to work at hospital and regional level.​

He has worked for the King’s Fund, KPMG’s global practice and the NHS Confederation where he was Director of Policy and later Chief Executive. ​

Nigel’s work and interests are wide ranging, from the development and implementation of new models of service delivery at the front line to wider health care policy in the UK and internationally. He works regularly with the World Health Organization and has advised on health service reform in a number of countries including Kyrgyzstan, Moldova, Ukraine, Azerbaijan and Iraq.​

Nigel is a regular contributor to the BMJ, a well-known conference speaker and a widely quoted media commentator with a strong Twitter following.  He is an honorary visiting professor at the London School of Hygiene and Tropical Medicine, where he worked as Director of the London Health Economics Consortium from 1992 to 1999.

Helen Buckingham is a prominent figure in the world of healthcare strategy and policy, most recently having served as the Nuffield Trust Director of Strategy for 7 years. With a career spanning over 3 decades, she is recognised as an expert in healthcare management, policy analysis and strategic planning.

Throughout her career, Helen has held a range of positions that have given her deep experience of healthcare strategy and policy development, and of implementation and change management. Prior to joining the Nuffield Trust, she worked at Board level in the NHS for 15 years followed by 5 years in senior executive roles at Monitor and NHS Improvement.

At the Nuffield Trust, Helen played a pivotal role in shaping the organisation’s strategic direction and informing policy recommendations aimed at improving delivery and outcomes in the health and care system. She has particular expertise in the development and implementation of strategies leading to the clear delivery of outcomes. She also focuses on the development of effective partnerships within organisations and across systems, including public-private partnerships and partnerships between public bodies and the populations they serve.

Helen is actively involved in a range of advisory boards, committees and professional networks. She chairs National Voices, the leading coalition of health and social care charities in England and is a Trustee of the Royal Voluntary Service. Her commitment to advancing healthcare policy and strategy is evident through being called upon to offer insight and commentary in a range of outlets, from broadcast and print media interviews to speaking engagements.

With her passion for improving healthcare quality and access, Helen continues to be a driving force in shaping the future of healthcare. Her dedication, expertise and strategic vision make her a respected figure in the field, and her contributions are invaluable in navigating the complex landscape of healthcare in the United Kingdom and beyond.

Edel Harris is an experienced, highly respected and influential CEO and Chair/Non-Executive Director, with a focus on the voluntary & community sector and public service.​

Until recently Chief Executive Officer of Mencap, Edel previously worked as CEO of Cornerstone, one of Scotland’s leading charities which provides a range of services to people with learning disabilities, physical disabilities, autism and dementia.  ​

Edel pioneered new ways of providing care, based on Frederick Laloux’s Reinventing Organisations, tackling the challenges faced by the social care sector whilst ensuring that people in receipt of care and support are empowered to live the life they choose.  She also brings to PPL extensive expertise in charity governance, including quality assurance, safeguarding, regulation and risk management. ​

For over 15 years Edel has operated at CEO level, but is also a highly experienced Non-Executive Director and Chair, including Chair of the Independent Review into Adult Disability Payment on behalf of the Scottish Government, Chair of the EY Foundation, Chair of Aberdeen Performing Arts, Non-Executive Director at the National Care Group and Council member for the social care, social work and young people workforce regulator in Scotland (SSSC).

Edel is passionate about ensuring that all people, whatever their background or ability, are included, listened to and valued.  She was Scottish EY Entrepreneur of the Year 2017; and received her OBE in 2021 for her work to improve the lives of people with a disability.​

Edel holds a Diploma Social Care and Wellbeing and First Class Honours (BSc) in Health and Social Care from the Open University and an honorary doctorate from Robert Gordon University for her contribution to charity and business in Scotland.

Sean Harriss is a highly respected local authority Chief Executive with 15 years of experience as CEO of councils in London and Greater Manchester.

Throughout his career, Sean has worked in highly complex, diverse and challenging political environments, with a focus on developing effective partnerships with political leaders, wider public sector and VCSE partners.  He has provided high-quality organisational leadership; supported the professional development of many others; and has consistently championed regeneration, devolution and public service reform throughout his career, including putting these principles into practice.  Sean has also been responsible for co-developing and delivering large-scale budget reductions, in the context of wider financial pressures on local services, whilst maintaining key outcomes with local communities and people.

Sean has been working in local government since the early 1990s. During his career Sean has managed and led work across a range of local, regional and national issues, including housing, economic regeneration, organisational change and improvement, and the improvement of Children’s services.

His recent success in joining services, systems and politics at a Place and Integrated Care System level is based on a deep, practical understanding of the different worlds of the politician, council officer and NHS organisation and how to bring these together.

Sean holds a degree in Politics from Nottingham University and an honorary Doctorate in Public Administration from the University of Bolton.

Ren is Chief Executive of X-Forces Enterprise and the Soldiering On Awards, and a tireless campaigner on the themes of enterprise & business, education & learning.

Ren was first appointed to champion Enterprise Learning by the Secretary of State for Education in 2009, as the national champion for Business, Admin and Finance. This led her to work with the FTSE 500 to establish the highly successful task force to enable young people to prosper with the education and private sectors.  She has advised the Home Office, BEIS and the Cabinet Office and has championed a number of causes including supporting Syrian Refugees, Women and Girls in Business, and reducing re-offending rates within criminal justice.

As founder and Chief Executive of X-Forces Enterprise (CIC), since 2013 Ren has supported thousands of business ventures launched by veterans through training, funding and ongoing support.

The knowledge and expertise from this work helped Ren to develop X-Emergency Services (XES) which supports the emergency services with enterprise and business, including career transition support.

Ren was awarded an MBE for service to the Entrepreneurship in 2016 in the Queen’s 90th Birthday Honours.

Charity work and volunteering continue to be a big part of her life, including as a Lieutenant Colonel in the Army Reserve, and in her work with the Federation of Small Businesses, as All Party Parliamentarian Group Women and Enterprise lead for Education and Skills, Enterprise M3 Board Member and Visiting Fellow of Anglian Ruskin University.

Dr. Priya Kumar is a distinguished General Practitioner and GP Partner at Kumar Medical Centre, known for her leadership in population health management, digital health innovation, and addressing health disparities. She has been pivotal in advancing healthcare delivery within the practice, notably through the South Asian Lifestyle Intervention Programme, which won the Diabetes Team of the Year Award at the GP Practice Awards in 2014.

Dr. Kumar has held several influential roles in Slough and Frimley ICB, including Primary Care Strategy Lead, Urgent Care Lead, and Health Inequalities Lead. Her clinical leadership was pivotal in addressing health inequalities through initiatives like the Multigenerational Household Project and the Wider Determinants of Health Questionnaire. She has also been involved in the redesign of NHS 111 services regionally and played a significant role in the establishment of multiple Urgent Care centres across various trusts.

For the past eight years, Dr. Kumar has been the Clinical Digital Lead for the Connected Care team, working on a secure real-time patient information share care record across both health and social care and further enhancing the population health analytics platform clinically. As the Transformational Clinical Digital Lead in 2023, she received the ‘Digital Innovator of the Year’ award at the HSJ Digital Awards for her innovative use of the John Hopkins segmentation model in system redesign to address health inequalities on a population basis.

Dr. Kumar’s contributions to healthcare have earned her the British Empire Medal (BEM) in the inaugural King’s Honours list for her dedication and service to health improvement in South East England. She holds an MBBS and a BSc in Pharmacology from King’s College London and completed the Darzi Fellowship Programme in 2014, further strengthening her expertise in co-production and clinical leadership within the NHS.

Beyond her clinical practice, Dr. Kumar is an active member of the Thames Valley Royal College of General Practitioners Faculty Board, she serves as an NHSE Peer Ambassador, and previously co-chaired the Asian Professionals National Alliance group for the South region. She is dedicated to integrating health and social care sectors and collaborates closely with public health and voluntary sector partners to develop innovative pathways that improve population health outcomes.

Martin Machray has had a lifelong career in the NHS. Qualifying as a nurse in 1989, the following 15 years were spent in hospital services, much of which was in operational and clinical leadership roles, finally being the Director of Nursing for a large district general hospital in the West Midlands.

Subsequently he held senior positions in a range of organisations. This included strategic commissioning, the Department of Health and, for the last 8 years in the London Regional Office of the NHS. Here he held a variety of roles including the Regional Chief Nurse and during the pandemic, the Incident Director for the city region working with all sectors to support Londoners.

His final executive role has been as the director responsible for Improvement, Transformation and Partnerships across the NHS in London. Much of his role was working with partners from all sectors of the capital. Most notably Local Authorities, the Greater London Authority and the Community & Voluntary sector. The focus is on making London the healthiest global city and the best place in the world for all communities to receive health and care support.

After over twenty years of successfully delivering as a senior executive he is now working with a range of organisations. These include being a senior advisor to L’Ecole des Hautes Études en Santé Publique (French School of Public Health in Rennes), The Independent Complaints Panel of the Portman Group and Oxleas NHS Foundation Trust.

Gregor McHardy has spent over thirty years in management consultancy, most notably as a Managing Director and Client Account Lead at Accenture UK.

His tenure at Accenture involved working with clients to shape and deliver complex business and technology change programmes and board-level work with some of the world’s leading organisations to deliver programmes in the UK, Belgium, the Netherlands, Sweden, and the USA.

His contribution included responsibility for £multi-million portfolios and client relationships, delivering cloud CRM platforms, digital platforms, data transformation, customer insights, finance data, executive dashboards and run mission-critical back-office operations to improve efficiency, digital capability and business insight to improve customer experience.

Previous roles saw McHardy serve as the Accenture Amazon Web Services group Lead for the UK and Ireland and as Industry group Lead for the Communication Media & Technology (CMT) Consulting Practice in the UK & Ireland.

Penny de Valk is former CEO and Managing Director of professional service organisations and highly respected expert in the study of leadership development.

Penny works with individuals and organisations to help build their capability to support their own and their organisation’s growth.  She works across sectors in North America, Australia, New Zealand and Europe.

She is a seasoned Executive with over 20 years international experience as a CEO of high growth services businesses, working in the leadership development space for much of that time. Her last three roles before becoming independent were Managing Director of The Penna plc Talent Practice, CEO of Savile Group and CEO of the Institute of Leadership and Management.

Penny is a qualified coach and an expert commentator featured regularly in the likes of The Times and the Huffington Post.

An inspiring speaker and facilitator, Penny’s reputation as a thought leader is matched by her reputation for designing and delivering world class, business-based, supportive yet challenging interventions, always well-grounded in research. She has deep expertise and experience in the leadership development of high potential women.

Hamish is a Manager with extensive analytical, project & programme management, stakeholder engagement and change management experience.

Hamish has led critical research and policy design across the UK and New Zealand governments.

Before joining PPL, Hamish worked at the New Zealand Treasury, designing and delivering multi-disciplinary research and analysis.  He was involved in early system design for the reformed New Zealand Resource Management system, working with local and central government. Hamish is committed to co-design and empowerment of marginalised groups, having been nominated for an award for his work in piloting more inclusive analytical frameworks in the New Zealand public service.  Within the UK Government, he was a Senior Social Researcher involved designing, leading, and communicating the results of both quantitative and qualitative research projects, alongside partners in industry, academia, local and central government.

A commitment to digital innovation has been a constant throughout Hamish’s career.

Prior to joining the public sector, Hamish worked for a healthcare technology company supporting the social care sector.  Across different jurisdictions he has been involved and managed the evaluation and development data sharing agreements, digital transformation programs and business cases; most recently with PPL at one of the largest NHS Acute Trusts in England.

​Hamish holds a BA in Experimental Psychology (Somerville College) and a MSc in Pharmacology (New College) from the University of Oxford.

Iyoni joined PPL in 2017 after nine years in the NHS, where she worked as a frontline clinician. Iyoni has a strong background in change management with in-depth, first-hand experience of healthcare challenges, opportunities, policies and reforms.

Iyoni has worked as an NHS Trust Quality Improvement Facilitator, project managing several key reviews and changes in mental health services across South London and Kent. She is experienced in coaching, training and supporting staff in using improvement principles, as well as ensuring engagement in service redesign processes.

Since joining PPL, Iyoni has used her subject matter expertise to lead the development of improved mental and physical health pathway integration, including with Surrey Heartlands.  Iyoni led a pan-London Quality Improvement workstream with the Regional Medical Director as part of developing a regional architecture to support improvement and transformation in London, using her in-depth quality improvement expertise. This involved leading the engagement of key leaders across the London healthcare system and the development of a regional quality improvement approach.

Iyoni has supported the implementation of integration programmes to improve hospital discharge in West London, the development of integrated services in Epsom, and led the national engagement of healthcare professionals to ascertain the mental health crisis workforce needs and develop recommendations for a national training package.  Iyoni has also supported Integrated Care Partnership development across Surrey Heartlands, involving the mobilisation of a rapid improvement programme and leading on developing capability across all partners.

Iyoni was selected for the prestigious NiHR/BRC Clinical Research Fellowship and has published research in healthcare journals, as well as being elected an NHS Trust Governor and selected to represent the NHS internationally as an Ambassador.

She holds a Masters in Clinical Research from King’s College London, and two BSc(Hons) in Biomedical Sciences and Mental Health Nursing from the University of Durham and King’s College London respectively. Iyoni is a PRINCE2 Practitioner, EMCC Foundation Level Coaching Skills qualified and an IHI Improvement Advisor.

Mark Brooker joined PPL in 2012 and is now a Senior Project Manager within the PPL team, having previously worked extensively in local government in various research, policy development and project management related-roles.

Prior to joining PPL Mark worked as part of the London Research Centre, the Greater London Authority and London Councils.  Since joining PPL Mark has continued to develop strong analytical and engagement skills, including in conducting process reviews and supporting the delivery of transformation across a wide range of NHS, local authority and VCSE clients.

Mark was part of the core analytical team on NHS Improvement’s Getting It Right First Time (GIRFT) team, has managed cost improvement programmes for large acute Trusts, established PMOs, led on the development of integrated teams of community and social care professionals, and the evaluation of the impact of different homecare models.

Mark has a strong focus on the effective use of technology to improve health and care outcomes.  This includes the development of information sharing between health and care organisations and digital systems which support improvements in acute and community care.  He was a core member of the team supporting Helpforce to develop their Insight and Impact (I&I) Service, to support health and care services in adopting and evaluating volunteering initiatives as part of improving outcomes for patients and service users, organisations and the volunteers themselves.

Mark holds a BA in Politics & East Asian Studies from the University of Newcastle Upon Tyne.

Robert is a Principal Consultant at PPL with extensive experience in managing complex innovation and systems change programmes across the public sector.

Robert has delivered a number of 100 Day Challenges, including supporting young people with learning disabilities and autism in Essex to thrive. Outcomes included recommissioning day services to an outcomes-based employment service; a framework for co-production, adopted across adult social care services; and supporting over a hundred people into employment, leading to £15m of savings for Local Authority.

Prior to joining PPL Robert worked at Nesta, the UK’s innovation foundation.  There he led the design and delivery of a portfolio of programmes including work with Welsh Government to build capacity in place-based teams and to use Behavioural Insights to keep people safe during Covid-19.  He also worked with the ten local authorities across the Cardiff Capital region to build skills and capacity for innovation.

Prior to Nesta Robert’s background was in policy and community engagement. His previous roles focussed on tackling food insecurity, increasing civic participation and exploring the impact of regeneration on local communities. He is particularly proud of establishing the UK’s first Universal Credit Network for voluntary and community sector organisations.  Outside of work, Robert is the chair of the board of trustees at Edible Rotherhithe, a community food growing, gardening and arts charity based in Southwark, London.

Robert holds an MA in Multimedia Journalism and a BA in English Literature from the University of Sussex.

Emily is a Principal Consultant at PPL with extensive experience in the health and care sector, having previously worked in numerous NHS roles. ​

Emily is skilled in co-designing solutions with multidisciplinary teams that focus on outcomes for people within communities. She has experience translating strategic objectives into operational plans and delivering objectives through challenging operational contexts.

Prior to joining PPL, Emily has held several NHS Management positions such as Theatre General Manager, PHM Programme Manager and Locality Development Manager.

When working in Population Health Management, Emily co-designed and delivered a virtual development programme to local Primary Care Networks. She supported the teams to use population analytics in their Covid-19 response to provide services designed for their local area.

Across her roles in the NHS Emily has a track record for delivering both small and large scale change while building and sustaining credibility with a diverse range of groups, including administrative, clinical and executive teams. She has worked directly with integrated locality teams to develop cross-organisational relationships and deliver a combined strategy for the local services in response to the NHS Long Term Plan.

Emily is passionate about leadership development and is an Action Learning Set Facilitator for current NHS Graduate Management Trainees.

She has a Masters in Healthcare Leadership from the University of Birmingham and a BSc in Biochemistry from the University of Bristol.

Adam is a Principal Consultant with a specific focus on developing high-class analytics and insight to support the transformation of public services.

At PPL, Adam has led and supported a range of projects across the NHS and local government.  This has included research deep-dives, design and facilitation of co-design workshops with professionals and patients, project and programme management, and developing business cases for national, regional, and local clients.

Adam led the Surrey Downs Integrated Workforce Development program which aimed to introduce joint planning and delivery of training, education, and supervision across primary and community care. The project team co-designed a place-based vision for workforce development, developed a menu of interventions, and provided clients with implementation support. Adam has also led complex modelling projects for services and systems, including an innovative quantification of the impact of ethnic and socioeconomic inequalities on the financial position of an Integrated Care System, as the basis for reducing inequalities in local communities and providing a generalised model of change for other ICSs.

Alongside his project work, Adam is passionate about applying his skills to supporting third sector organisations.  He supported the development of the British Heart Foundation’s approach to social prescribing and has worked with leaders of smaller community-based organisations such as the Merstham Community Facility Trust through the Cranfield Trust.

Adam holds a Double First in History and Economics from New College, Oxford where he specialised in public economics with a focus on public health policy and the potential applications of modern microeconomic theory.

Mustafa is a Senior Data Analyst for PPL, bringing specialist data and informatics expertise from various roles in the NHS and extending PPL’s analytics capabilities to provide greater data-led insights to our clients and enabling evidence-based change. Throughout his career, Mustafa has demonstrated a passion for digital innovation, data-driven solutions, and collaborative approaches to advancing healthcare outcomes.

Before joining PPL, Mustafa worked for a number of organisations in the NHS and beyond including South London and Maudsley NHS Foundation Trust, South East London ICB, Milton Keynes University Hospital and GE Healthcare. He has held a range of roles which included providing insights through dashboard development, for example the development of Power BI dashboards for Waiting Times and a commissioner-level Mental Health dashboard to enable clinicians to make informed, data-driven decisions. This has included improving data accuracy, streamlining reporting processes and providing insights and real-time data visualizations.

He has served as a Cyber Security Analyst, leading trust-wide threat-hunting initiatives and automating data ingestion using Azure, as well as roles which leveraged his skills in Tableau, Python, and geospatial data aimed at improving the quality-of-care delivery. He has contributed to the procurement of a new Electronic Patient Record (EPR) system, creating benchmarking KPIs to optimise system performance for over 40,000 patients.

Mustafa is an alumnus of the NHS Graduate Management Scheme, where he gained comprehensive experience in health informatics and strategic leadership.

Academically, he holds an MSc in Health Informatics from UCL, a PGCert in Healthcare Leadership from the NHS’s prestigious Elizabeth Garrett Anderson Programme, and a BSc in Accounting and Management from Queen Mary University of London. Mustafa is also Microsoft certified in Azure Fundamentals (AZ-900), AI Fundamentals (AI-900), and Power BI (PL-300).

Rachel joined PPL as an Analyst, having previously worked at Diabetes UK. Rachel brings experience in optimising internal processes, analysing and evaluating data and systems, facilitating workshops, and managing responses to change within the NHS and voluntary & community sector.

Since joining PPL, Rachel has been working with system leaders and place-based partnerships to assist them to co-develop their shared narrative and programme of work to better deliver integrated care to patients and residents. She has also been involved in the mapping and design of a new trusted assessor pathway to reduce patient backlog and delayed delivery of care; and in wider Organisational Development work, helping to deliver workshops and analyse the outputs, producing digestible and actionable reports including with one of the largest acute Trusts in England.

At Diabetes UK, Rachel was involved in the design and delivery of a social innovation programme focused on reducing inequality in diabetes care. She advised senior stakeholders across England on how to navigate complexity and co-develop new solutions with their communities. She has also performed needs assessments and provided planning support for health systems improvement for NHS diabetes teams in Southampton and Sunderland.

Rachel is passionate about improving health outcomes for marginalised communities and volunteers with the Food Foundation to increase the nation’s accessibility and intake of vegetables.

Rachel holds a BSc in Human Nutrition, an MSc in Global Public Health Nutrition and is a registered associate nutritionist (ANutr).

Anahita is an experienced senior consultant with a focus on service improvement and programme management, including within a local authority context.

Anahita has a strong background in monitoring and evaluation and has supported related PPL projects across multiple health and care programmes. This has included an analysis of the NHS Workforce Disability Equality Standard’s annual survey data from 217 NHS Trusts; Health Education England’s Population Health Fellowship Programme; and assessing the impact of applying a complex systems approach in addressing the wider determinants of health through the Local Government Association (LGA)’s “Shaping Places for Healthier Lives” Programme.  Most recently, she has managed the planning and delivery of a department-wide transformation and service improvement programme for a large Adult Social Services function.

Prior to joining PPL, Anahita worked with several local and global NGOs in areas including peacebuilding and mediation, child poverty, refugee rehabilitation, and women’s empowerment through in roles leading qualitative research, monitoring and evaluation, and communications and engagement.  At university, Anahita specialised in policy development and system-wide change, as well as design, implementation, and evaluation of sexual and reproductive health programmes.

Alongside her professional activities, Anahita is passionate about applying her skills to supporting the voluntary sector. She volunteers her time and skills as the Head of Fundraising for the charity NaariSamata to raise funds for grassroots-led projects supporting the safety and wellbeing of women and children from underprivileged backgrounds across India.

Anahita holds a Master’s degree in International Development & Humanitarian Emergencies with Distinction and a BSc in International Relations, both from the London School of Economics (LSE).

Holly is a Senior Consultant and a skilled Organisational Development (OD) practitioner with experience in culture change, team development, communications and community engagement. She has applied this experience to large-scale change projects across a range of health, care and third sector organisations.

Holly has supported place-based partnerships across London with the development of organisational cultures, identities and ways of working that resonate, promote joint working, and reflect the unique narratives of these organisations. Holly is experienced in designing and facilitating workshops that bring people – from leaders, to frontline staff and communities – together to create safe spaces for ambitious thinking around partnership development, transformation and integration. She has developed and delivered communications and engagement plans that foster dialogue between leaders, staff and communities and has also co-designed new approaches to community engagement and co-production.

Holly enjoys bringing her OD skills together with other disciplines, including project management, analysis and evaluation, to create sustainable change in public services.

Prior to joining PPL, Holly developed strategies and project managed the delivery of complex business development opportunities across a range of sectors including life sciences, healthcare and the UK public sector. Holly is passionate about the power the arts have in creating change, and between 2017 and 2022, co-founded and directed a theatre company focused on platforming the work and voices of new and upcoming performance artists.

Holly holds a First-Class BA in English from the University of Nottingham.

Eliza is a Senior Consultant with a specific focus on harnessing stakeholder engagement, project management and primary and secondary research to deliver positive impact for the public sector.

Since joining PPL, Eliza has been researching place-based working, analysing stakeholder interviews to understand and recommend how place-based leaders can be better supported to work with the wider system, and deliver integrated care to residents. She has worked to support Adult Social Services to improve quality in line with new Care Quality Commission assurance requirements; and has also supported Organisational Development across a number of London boroughs.

Prior to joining PPL, Eliza worked at a user-generated video start-up, project managing the end-to-end production of videos for large commercial clients, conducting stakeholder management and providing creative consultation on projects within the employer branding, Diversity Equity & Inclusion, and employee value proposition spaces. Advocating for internal pro-bono productions, she produced her own video projects including a mini documentary series on gender bias in the workplace, and a global youth climate activist series for Earth Overshoot Day.

At university, Eliza took particular interest in inequalities, specialising in labour market geographies, postcolonialism and technology. She brings experience in qualitative and quantitative social research methods through technical training across Geographic Information Systems, policy and statistics. Inspired by her studies of the politics of technology, Eliza co-founded a society exploring technology-related social justice issues. With the society she built a network of collaborators across academia and campaign groups, hosted and facilitated discussion events, and in 2021 organised a campaign against unjust Big Tech workplace practices and the biases in their technologies. She went on to apply her background in tech activism as an investigative researcher for the Stop Killer Robots campaign, where she investigated the extent of UK university involvement in the development of lethal autonomous weapons. Identifying many activities of concern, Eliza co-authored a flagship report for the campaign detailing the investigation’s findings, and presented these in a workshop with the Ministry of Defence.

Eliza holds a BA in Geography from the University of Cambridge.

Jonathon is a Senior Consultant at PPL with extensive experience working in health and social care policy, research and practice.

Jonathan’s specialist areas of expertise include urgent and emergency care, ambulance services, and operational performance.  He has been involved in a range of national NHS recovery and transformation projects, including in his previous roles with NHS Providers, The King’s Fund and Healthwatch England.

Jonathon brings extensive knowledge and experience in population health improvement and analytics.

Before working in policy and research, Jonathon spent time in occupational therapy support roles in mental health, criminal justice, and substance misuse recovery services in the North-West.   His work with the ambulance sector has included developing their role in tackling health inequalities, as well practical steps to improve workforce wellbeing.  Alongside this, Jonathon has worked with numerous NHS trusts to help identify enablers of improved patient flow.

While at the King’s Fund, Jonathon led analytical work to establish the systemic relationship between relative deprivation and length of wait for elective services in the early Covid-19 recovery period. This work shaped government and NHS England’s approach to recovery planning.

Jonathon holds an MA in Religion and Political Life from the University of Manchester, and is trained in Agile Project Management and Advanced Statistical Methods.

Nick joined PPL as an Analyst after completing a Master of Public Administration in Innovation, Public Policy and Public Value at UCL’s Institute for Innovation and Public Purpose (IIPP).

His research focused on mission-oriented innovation across public sector organisations, culminating in a placement with New Zealand’s Ministry of Business, Innovation, and Employment (MBIE). Providing policy recommendations directly to MBIE’s Chief Economist, the work built on Nick’s strong experience in qualitative and quantitative – understanding complex problems via focus groups, surveys, and ethnographic fieldwork.

Prior to PPL, Nick worked with several early-stage technology and research companies, helping to drive transformation across public and private sector organisations. Here, he worked with large enterprise accounts, managed senior stakeholders, and designed projects for an NHS Trust, UK Police Forces, FTSE 100 companies, and international corporations. Nick has professional experience in stakeholder management, presenting and storytelling, qualitative and quantitative research, business strategy, and policy development. Nick’s multidisciplinary professional and academic background provides a critical lens to understand the challenges public sector organisations and broader society face.

Since joining PPL, Nick has worked with an Integrated Care System to understand ongoing activities to tackle health inequalities taking place across the boroughs within the system. The project is working to build a set of shared principles, highlight case studies and examples of excellence, and create an action plan to address health inequalities and their wider determinants moving forward. Nick has also worked with a local Council to conduct a review of services to support and rehouse homeless residents, after these services were brought in-house, conducting a system-wide analysis of how outcomes can be improved.

Alongside his professional activities, Nick helps to organise several charity events and volunteers annually to help disabled and elderly pilgrims travel to Lourdes in the south of France.

Nick holds a BA in Archaeology and Archaeology from the University of Oxford, an MPA in Innovation, Public Policy and Public Value from UCL, and a Course Certificate in Competitive Strategy and Innovation from LSE.

Josh Lowe is a Senior Consultant at PPL with practical experience in healthcare service development both in the UK and internationally.

At PPL, Josh has worked with discharge team leads to pilot and assess a range of innovative interventions. These aim to integrate complex discharge expertise into the early stages of the discharge planning process. His work has contributed to broader, system-level changes to the discharge model across Integrated Care Systems.

Originally trained as a physiotherapist, Josh has been involved in the provision, development, and evaluation of both inpatient and outpatient therapy services in acute hospital settings.  He has also partnered with acute multi-disciplinary teams to design and assess new emergency colorectal surgery therapy pathways, with the goal of improving post-operative health outcomes, patient experience and reducing lengths of stay.

Josh is committed to aligning the biopsychosocial approach in healthcare with broader social and commercial determinants of health and what that might mean for health organisations and civil society in practice. In line with this commitment, his thesis utilised systems thinking to review systematically the barriers and facilitators to implementing a “Whole System” approach to public health programmes.

In addition to his work in the UK, Josh experience in improving outcomes in wider, resource-limited settings. As a Sustainability and Planetary Health Fellow with NHS England, he led a project aimed at reducing energy consumption at a large regional public hospital in South Africa. Working with stakeholders within the hospital and Department of Health, he developed an energy consumption dashboard that offered new analytical capabilities to senior management. Josh also launched the ‘George Goes Green’ sustainability awareness campaign, with an additional focus on creating resources and upskilling existing staff to ensure the campaign’s long-term sustainability.

Josh holds a BSc (Hons) in Physiotherapy from Coventry University and an MSc in Public Health from London School of Hygiene and Tropical Medicine.

Mayara is a senior consultant with strong project management, co-design and research skills, which she has applied across a broad range of improvement projects in health and care.

At PPL, Mayara has worked with local authorities, Integrated Care Systems (ICSs) and individual NHS Trusts.   She is currently project managing some of our “100-Day Challenge” work, supporting frontline teams in testing new ideas to reduce inequalities in areas such as cardiovascular care.   She has also led work on evaluating Population Health Management approaches, including developing the evaluation framework, monitoring toolkits, and related reporting; as well as design, engagement planning and delivery of simulations working with citizen panels as part of local care partnerships.

Mayara is a Registered Associate Nutritionist (ANutr) with a strong interest in food policy, food insecurity and non-communicable diseases, including obesity, cardiovascular disease and diabetes.  Mayara joined PPL from Traverse, where she worked on multi-phased consultations, evaluations, and deliberative engagement projects, analysing qualitative data, conducting interviews, and facilitating workshops with stakeholders and members of the public.

Mayara holds a BSc in Psychology from City University, a Postgraduate Certificate in International Business Development from St Mary’s University Twickenham London, and an MSc in Clinical and Public Health Nutrition from UCL.

Matt is an experienced management senior consultant with a track record of delivering measurable outcomes across public sector projects, including in health and social care. ​

Matt is passionate about people, with a particular interest in behavioural psychology and embedding sustainable change. He is experienced in leading integrated teams of clients and consultants and engaging with stakeholders from the front line to the boardroom.  He has worked across numerous social care projects, and as an integrated part of social care teams, to identify opportunities for change and co-design solutions to overcome challenges. An effective communicator and strong project manager, Matt’s experience includes leading social care and service review workstreams, working with teams to design and deliver improvement to services.​

Prior to joining PPL, Matt worked at Newton Europe as a consultant where he implemented data-driven solutions to reduce formal social care referrals through better use of voluntary and community services and designed data insight to empower coaching to improve staff performance.​

Matt’s experience also includes the development of capacity and demand models to identify the type of change approach required to tackle significant capacity challenges. He designed a bespoke survey to highlight key areas of alignment and difference between staff at different layers and functions within Adult Social Care, unlocking insight into the key challenges and strengths ahead of the service as they approached transformation. He has also developed a case for opportunity to use machine learning as part of a preventative approach in population health management.​

Matt holds a degree in Theology, Ministry and Mission from Durham University.

Jenny is a Senior Consultant at PPL who specialises in community engagement, service co-design and improvement.

Jenny has supported the co-design and implementation of multiple new healthcare services aiming to improve care provision and health outcomes. This includes setting up virtual ward pathways, a new integrated London Ambulance Service Urgent Community Response Car and a primary care call handling support service.   She has strong project and change management skills, previously supporting development of North West London’s Local Care programmes to deliver on NHS England priorities at pace.

Jenny has also worked closely with residents, their families and carers, and healthcare professionals to develop Adult’s and Children’s Social Care Services and standardise autism assessment pathways to reduce care variation and enable movement towards a preventative and integrated approach to care. To enable the work, she facilitated conversations between wide groups of stakeholders, set up multiple workstreams and co-developed standard operating procedures and implementation plans.

Jenny has a mental health background having worked both as a frontline healthcare worker in a secure UK mental health hospital as well as placements in mental health hospitals abroad.  Prior to PPL, she specialised in organisational development and public policy working in specialist consultancies and Surrey County Council.  Jenny liaised with government officials and NHS senior leaders as part of stakeholder engagement strategies to gain NICE approval for rare disease therapies in the UK. At Surrey, she prepared policy briefings for social care reform proposals, critical in the local council’s response to the UK Government’s Health and Social Care White Paper.

She received a Distinction in her MSc in Health Psychology from UCL and holds a BA in Experimental Psychology from the University of Oxford.

Matt joined PPL as a Consultant, after completing the NHS Graduate Management Trainee Scheme specialising in Health Informatics. During the scheme, Matt worked across a variety of teams in an NHS Mental Health Trust, ranging from digital transformation to inpatient service development. This was supported specialist study, where he attained a Postgraduate Diploma from UCL in Health Informatics, focusing particularly on novel approaches to digital transformation in the NHS.

Drawing his knowledge of informatics and data analysis, Matt led on the data collection and analysis for the development of an NHS Trust’s new 5-year strategy. This involved collecting and synthesizing several thousand comments from different stakeholder groups, before visualising and presenting them to senior Trust stakeholders. He also used this knowledge as part of the Trust’s performance team, working to streamline processes through identifying value streams and transitioning to code-based solutions.

Matt also worked to deliver an innovative online digital training platform, managing the project across its entire lifecycle, and working with multiple Trust departments to prototype, iteratively improve, and ultimately deploy the platform. He conducted multiple workshops and training sessions to ensure the platform integrated with existing processes and delivered value, whilst also managing competing and conflicting priorities from senior stakeholders.

Outside of his professional life Matt is an avid linguist, speaking Italian and Spanish after having spent time teaching English in Argentina for the British Council, and interning at an Italian car dealership as part of the Erasmus+ programme. This led to him obtaining a distinction in his Masters’ Degree in Linguistics at UCL where his dissertation investigating the effect of expectation of language processing won the departmental prize and was selected for conference presentation.

Matt holds a Ba (Hons) in Modern Languages and Cultures from Durham University and a Postgraduate Certificate in Healthcare Leadership from the University of Birmingham as part of the NHS’s Elizabeth Garrett Anderson Senior Leadership Development Programme.

Imogen joined PPL as a consultant, having previously worked in acute NHS trusts and community services.

Imogen brings to PPL frontline experience of healthcare delivery and supporting health services, including some of the daily challenges faced by colleagues on the frontline. As a specialist physiotherapist, she has worked in both acute and community services, including developing innovative models for maximising community rehab capacity during the COVID-19 pandemic.

Most recently, Imogen has been working in service development at a tertiary care centre.  She supported the re-design of service models, developed prioritisation tools and working creatively to modify job plans to provide more efficient services.  Imogen has led on theatre utilisation for the private care division and activity planning for a new digital health record.

Since joining PPL, Imogen has project managed a large ICB hospital discharge programme, proactively focussing on risks and deadlines, as well as leading on the prototyping workstream to test elements of a new model of care.  Imogen has also developed specifications for urgent and emergency care pathways, including related stakeholder engagement and options appraisals.

Imogen holds a BSc with First Class Honours from the University of Birmingham and is registered as a Chartered Physiotherapist.

James is a senior consultant with significant experience in supporting developments in systems and services, including managing complex and sensitive engagement and consultations.

A focus of James’ work has been enabling better care at home and in community settings. He has supported virtual wards implementation and evaluation in multiple ICSs.  He has worked with clients to design models for discharge that harness Transfer of Care Hubs to support faster, more effective discharges from hospital.  James also has significant experience in managing consultation response analysis and has a strong knowledge of legal and best practice requirements around consultation.  This has include producing best-practice guidance for clients and working alongside Social Finance to support Bristol Council with their consultation on delivering best value in relation to children with SEND.

Prior to joining PPL, James worked at fellow consultancy Traverse, with health and social care clients including HEE, NHSE, DHSC, CQC and the NMC to ensure their decision making was insight-led and well information.  James led on a range of projects around workforce transformation and health and care integration.  He also has a strong background in strategy development, leading the work of Traverse’s Employee Shared Ownership Trust (ESOT) as Chair, and being seconded to NHS Test & Trace to support their strategy and policy teams during the second and third national lockdowns.

James holds a first class degree in History from Durham University.

Ru is an experienced Senior Consultant bringing her skills supporting clients in developing whole systems approaches to obesity as a subject matter expert, leading the design and delivery of community and professional engagements. Their efforts led to comprehensive action plans addressing obesity across five boroughs of London, promoting healthier living and well-being.

Throughout her time at PPL, Rusne has supported partnership development at system- and place-level, working closely with Local Government, NHS and the voluntary sector, and well as engaging residents and patients.  She has supported clients with social care transformation, implementation of the Trusted Assessor role, hospital discharge optimisation and the development of integrated urgent and emergency care pathways.

Rusne has played a critical role in developing London’s regional approach to integrated care partnerships, based on the “5Ps” framework. Endorsed by partners in 2021, this model for integration in London aims to reduce inequalities and enhance place-based partnerships across the region.

As part of PPL’s Catalyst team, Rusne is a strong facilitator and trainer, with experience and specialised training in Organisational Development.

Throughout her studies, she worked as a copywriter and scientific communicator in health tech, with articles published in the UK, US and Hong Kong. Her public health awareness video project won the Science Communication Prize 2021 as voted by the academics within UCL’s Division of Medicine. Utilising her experience in marketing and communications, at PPL, she collaborates closely with in-house teams across the public sector to create and disseminate powerful narratives.

Rusne holds a Master’s Degree in Eating Disorders & Clinical Nutrition at UCL, where she focused her systematic review on pharmacological weight management, mental health and eating disorder psychopathology. She holds a First-Class Bachelor’s degree in Nutrition and is an accredited Associate Nutritionist (ANutr).

Freya is a Consultant at PPL with a specific focus on determinants of health and their interaction with health inequalities in the UK.

Since joining PPL, Freya has worked on financial strategies for Local Authorities in London, developing both immediate actions and long-term sustainability programmes of work for Communities, Adults and Health in Local Government.  Working with NHS England, Freya has supported with developing the concept of Integrated Neighbourhood Teams.  She carried out resource mapping and analysed stakeholder engagement sessions to understand and recommend how Health, VCSE and Local Authority partners can be supported to deliver better integrated care for communities.

Prior to joining PPL, Freya worked in health policy and communications, at MHP Group, where she supported with global and UK health policy projects. Freya researched national and global disease burdens and produced various materials for health policymakers, patients, and healthcare professionals.  During her degree, Freya specialised in evolutionary dynamics and social status in animals, developing skills in experimental design, data analysis and relating research to broader, scientific frameworks.  She has interned with a research laboratory, based at the Universidad de Piura, investigating antibiotic resistance gene transfer between mother and infants’ microbiomes, and the potential for influence by social factors.

Freya holds a Master’s degree in Biological Sciences from St Catherine’s College, Oxford.

Will joined PPL as analyst, having completed a PhD in History.  Will draws upon his analytical, research, and communication skills to address current challenges in the health and care sector, with a focus on delivering meaningful change for local communities.

Since joining PPL, Will has worked on delivering place-based Transfer of Care Hubs, including business case development and project management.  He has worked with a country council to transform housing options across the community, a project designed to address and alleviate the growing problem of homelessness and precarious living in the area. Will has also supported a leading emergency care provider to create a more integrated, collaborative and multi-disciplinary service in conjunction with other local health providers, as part of our wider organisational development practice.

Will’s academic research focused on public politics and political communication in seventeenth-century Europe, with a particular focus on the impact of information and disinformation in shaping popular opinion and public policy.  His PhD was fully-funded by the Arts & Humanities Research Council and he has received a number of fellowships in support of his work from institutions in the UK and the U.S.  He has also published in leading academic journals and presented his work at international conferences. He also worked as an Associate Tutor, teaching on a broad range of undergraduate and postgraduate course whilst also delivering writing support and guidance to his students.

Will holds a PhD and MA with Distinction from the University of East Anglia and was awarded a BA with First Class Honours from University College London.

Soyan joined PPL as an Analyst, after completing her studies and working as a researcher and business development executive.

Since joining PPL Soyan has been working on East Surrey’s response to the Fuller Stocktake report, which is focused on facilitating collaboration between multiple stakeholders to address the process and systemic challenges affecting primary care by finding solutions which improve access, quality and outcomes for local communities. She has also worked on launching the inPLACE shared awareness tool. The tool is designed to support London health and care partnerships to share thinking, align priorities, accelerate service integration and to help them reflect and agree on how they can align their work to maximise the benefits to the communities they serve. Additionally, Soyan has supported the diagnostic phase for a major Trust transformation project, engaging with key stakeholder to understand current working patterns and future work opportunities.

Prior to joining PPL, Soyan was involved in various projects focused on migration, entrepreneurship and leadership programmes, and European citizenship and intersectional solidarity awareness in different countries. She was a youth campaigner for the SEE-ME Modern Slavery campaign, where she delivered a speech in the House of Parliament to a wide variety of MPs, MEPs, academics, journalists and other experts to raise awareness and encourage change, and collaborated with youth activists to effectively direct future work on ending modern slavery and human trafficking.

Soyan has a specific interest in improving human wellbeing determinants in both developed and developing countries. She is a volunteer at Wonder Foundation where she continues to support their work to empower vulnerable women and their families through education and mentoring. She is also a volunteer at Alzheimer’s Disease International where she recently supported the delivery of the annual Alzheimer’s Association International Conference. Through this work, Soyan has seen the importance of collaborating with multidisciplinary stakeholders in devising innovative approaches that improve outcomes in a sustainable way. These experiences have solidified her drive to dedicate herself to tackling challenges aimed at human development.

Soyan holds a BA (Hons) in International Development from King’s College University of London.

Dominic joined PPL as an Analyst with a background in public health. Dominic has a particular interest in patient engagement and its potential to enhance decision-making at the senior level within the NHS.

Since joining PPL, Dominic has been working with an ICB to develop a strategy for their Virtual Ward programme.  He has provided project management support for the successful integration of new software into the programme, enhancing the “Hospital at Home” offering for hospitals in the area, relieving pressure on hospital wards.  He has also played a key role in re-designing the governance structure to allow for more streamlined communication and decision-making among Virtual Ward stakeholders.

Prior to PPL, Dominic specialised in Microbiology & Infectious Disease, with a specific focus on public health.  During his placement year, he worked in both R&D and pharmaceutical production for Bath ASU, a company specialising in the manufacturing of chemotherapy and monoclonal antibody products for patients across the UK.

Dominic also spent time at Consilium Scientific, a non-profit research organisation where he was involved in research and detailed analysis of clinical trial datasets and healthcare policies, with a primary focus on patient engagement. This included comprehensive analyses of global clinical trial data and NICE appraisals for treatments related to multiple myeloma and amyotrophic lateral sclerosis, with a primary focus on quality of life outcomes. The outputs of this research were key in supporting Myeloma Patients Europe’s advocacy efforts to improve healthcare policies pertaining to these diseases.

Dominic holds a BSc in Biological Sciences from the University of Exeter.

Pippa is a consultant with a strong focus on organisational development and evaluation, and a background in digital marketing and voluntary work.

At PPL, Pippa has supported clients across the public and voluntary & community sector to improve outcomes, including through leading on service re-design and organisational development, facilitating “100 day challenges” focussing on addressing health inequalities, and evaluating reports focussing on food security.

Pippa joined PPL having worked in a digital marketing agency for three years.  In her spare time, Pippa volunteers for a number of charities.  In her role as an Independent Visitor  “Befriender” with Action for children, she has spent the last four years meeting up monthly for fun days out with her match, a teenager in foster care.

For the last nine years, Pippa has also volunteered with Campus Children’s Holidays, where she previously spent a number of years on the Executive Committee as a Children’s Officer and Trustee, which provides respite activity holidays to disadvantaged children in the Merseyside area.  Through this work, Pippa has seen the lasting impact seemingly simple interventions (e.g. a respite holiday or monthly outings) can have for children who need it, with her experiences further solidifying her determination to support the improvement of children’s services across the UK.

Pippa holds a BA in Psychological & Behavioural Sciences from the University of Cambridge.

Reda is a Consultant at PPL with a background in research and public health.

Reda has worked on multiple projects across health and social care, including on NHS workforce planning; the Getting It Right First Time (GIRFT) programme with NHS Improvement; and supporting the roll-out of person and community-centred care within integrated care systems and local place partnerships.

This has involved applying both analytical and project management skills to develop business cases and model financial impacts; working with large nationwide clinical datasets; and proactively identifying and helping to reduce variation in health outcomes across UK Trusts.

Before joining PPL, Reda worked with a mental health charity as a researcher collecting data on housing and associated health outcomes within the deaf community; and as a fieldworker on HIV prevalence in London.  Reda’s Masters In Public Health involved a systematic review of Hepatitis B and malaria co-infection in endemic countries, including working with key stakeholders including the Ministry of Health and other partners developing control programmes in The Gambia.

In addition to her MPH from Imperial College, Reda holds a BA in International Relations from SOAS (School of Oriental and African Studies).

Flora joined PPL in June 2024 as an Analyst, after completing the NHS Graduate Management Training Scheme as a General Management Trainee.

During the scheme, she completed internal placements within the community healthcare sector and an external secondment at an international consultancy firm under the Workforce team.  She is currently completing a Postgraduate Diploma in Healthcare Leadership from the University of Birmingham and the University of Manchester on the Elizabeth Garrett Anderson Programme.

As part of her strategic placement, Flora gained project management experience, working with multiple clinical teams across Adult’s community services in the Trust. She led the development of two successful business cases: a two-year pilot introducing a virtual reality pulmonary rehabilitation model focused on tackling increasing long-term respiratory diseases, and the implementation of the Community Nursing Safer Staffing Tool. Following this, she conducted training sessions and workshops to ensure the successful integration of the new rehabilitation model and effective use of the Tool in line with NHS England guidance.

Flora also gained operational experience as the Clinical Service Manager for the Children and Families 0-19 Community team which covered health visiting, school nursing and nursery nursing services across South-East Surrey.

Prior to joining the graduate scheme, Flora completed her bachelor’s degree in Law at UCL. Alongside core modules, she completed her electives in Company Law, Competition Law, Employment Law and Intellectual Property Law.

Laura joined PPL in May 2016, and leads our internal HR team as well as directly supporting the work of our clients.

Laura is responsible for providing professional HR advice, support and expertise to deliver key organisational and workforce objectives. Covering both the strategic and operational, Laura works at all levels to balance an effective workforce with the best possible employee experience.

Laura is an HR professional who brings extensive experience and understanding of the complexities of working in an operational role, whilst being able to apply consulting expertise to supporting people address the challenges they are facing. She has worked with public and third sector organisations to deliver better outcomes.

Internally, Laura has supported the implementation of GDPR, the development of recruitment and retention strategies, performance management and appraisal systems, as well as ISO 9001, 14001 & 27001 implementation and operation.  Laura is an Associate member of the CIPD and holds a BA (Hons) in Management & Organisation (Human Resource Management) from Lancaster University.

Catarina Pires is an accomplished Office and Facilities Manager, with a wealth of experience spanning over two decades.  In addition to overseeing the main PPL office, she is also responsible for managing our new unit, the PPL Hub, which serves as a central space for fostering collaboration and innovation with wider local community groups and partners.

Her expertise includes efficient office operations, team management, data handling, and facilities coordination. Catarina’s dedication to maintaining a well-organised and productive workspace has proven invaluable to her roles.

Catarina holds a Bachelor’s Degree in Law from U.A.L. Universidade Autonoma de Lisboa and an Associates Degree in Design and Applied Arts from Escola Basica e Secundaria Gil Vicente, Lisbon.

Jessica joined PPL as Office Administrator bringing her expertise in client services and administrative coordination to this multifaceted role.

As Office Administrator, Jessica is responsible for ensuring the smooth operation of our day-to-day activities, including general office administration, HR and recruitment support, financial administration, and business development assistance. She plays a role in maintaining a welcoming, efficient workspace, supporting team members across various functions.

Jessica brings a wealth of experience gained through working in diverse sectors across London and Sydney.
